Assistance for Costs Associated with an Organ Transplant

The Connecticut Program for Organ Transplant Recipients (ConnTRANS) is a program that helps people pay for medical and nonmedical costs associated with an organ transplant.

Most of the money in the fund comes from Connecticut residents who donate part of their state income tax refunds. The program is administered by the Department of Social Services (DSS). The provision of all benefits is subject to the availability of funds.

Eligibility Criteria

In order to be eligible for ConnTRANS, applicants must meet certain civil, medical, financial and procedural requirements outlined below.

Individuals are eligible to receive benefits from ConnTRANS for 12 months until the fund runs out of money or until they become ineligible—whichever is earlier.

Civil Requirements

  • You must be a citizen or eligible non-citizen of the United States.
  • You must be a valid resident of Connecticut for at least 60 days.

Medical Requirements

To be medically eligible, you must verify that you have received or are a candidate to receive an organ transplant. The types of transplants covered include, but are not limited to, the following:

  • Heart
  • Lung
  • Kidney
  • Liver
  • Bone marrow
  • Pancreas

Financial Requirements

To be financially eligible, your income and assets must be equal to or below the income and asset limits. DSS follows federal and state laws that determine how much income and assets you can have to be considered financially eligible.

If your income or assets are above the limit, you can incur medical and ancillary expenses to reduce the excess. This is also known as a spend-down of income, or reduction of assets respectively.

Applicants must all provide documented proof of income, assets and medical bills.

Procedural

Individuals applying for ConnTRANS must also apply for and accept all other benefits they may be entitled to from DSS and other agencies. ConnTRANS benefits may be denied or discontinued if an individual who appears eligible for such a benefit fails to apply or complete the application process.

Types of Services & Supports that can be used for The Connecticut Program for Organ Transplant Recipients

ConnTRANS helps pay for a number of medical and nonmedical expenses. Some of the expenses the program will help pay for are:

Medical Services

  • Physician services
  • Hospital services
  • X-Ray and lab services
  • Prescription drugs
  • Medical expenses of an organ donor

Nonmedical Services

  • Non-prescription drugs
  • Health insurance premiums
  • Child care expenses related to treatment
  • Transportation costs such as fees for parking
  • Lodging for the patient, family and organ donor
  • Lost wages of the organ donor due to participation in the transplant

You can receive a ConnTRANS application form by calling the DSS Adult Support Unit at (860)-424-5250. You can also contact your hospital’s transplant unit or social service department. There is no fee to apply. A new application must be completed every 12 months.
